Home Energy Conservation Act report services 

We are offering a support service to Housing Authorities to help them produce their statutory Home Energy Conservation Act (HECA) progress report by the deadline of 31 March 2017.

All Housing Authorities in England are required by the Department of Business, Energy & Industrial Strategy (BEIS) to produce their HECA progress report, which must be signed by the Chief Executive, published electronically, and be notified to the Secretary of State.

Energy Saving Trust experts have experience in producing HECA reports for councils and can work with you to write and produce your report. We will work closely with your officers to collate information about your council’s activities, aspirations and plans regarding implementation of energy conservation measures in your area. We can also offer data analysis services to help you understand how to manage your resource efficiently and can make recommendations on the priority areas and measures for your council.  

Specific data services that we can provide include:

  • Developing a carbon emission and energy use baseline for all housing from your existing EPC data.
  • Calculating the potential carbon and energy use reduction estimates for all housing from your existing EPC data.
  • Creation of full area EPC data from your existing all-tenure EPCs.
  • Estimates of the potential for energy efficiency measures in your area by LSOA.
  • LSOA level mapping of EPC derived data.

We will consult with you throughout the process to ensure your final report meets your council’s needs.
